Govtech as a model of innovation in governments: the case study of a government dependency in the city of Chihuahua, Mexico

Abstract

Introduction: projects aimed at adapting information technologies and digital innovation in governments have had a significant increase in recent years, these projects are known as Govtech, or e-government, where technological innovations are used to facilitate government activities and public services. Methodology: through a survey of eleven workers who are part of a government department in the city of Chihuahua, Mexico. In order to carry out a statistical-descriptive analysis of the implementation of information technologies at work. Results: more than half of the workers rated the process of technological change as satisfactory and considered that it has been positive in their work activities. Discussions: the main problems exposed in the theoretical section were identified, related to a govtech process in Latin America, shaping the points to be improved by governments. Conclusions: there are efforts by governments to implement information technologies that facilitate and improve processes; however, the analysis phase prior to programme design and the learning process are two areas of opportunity on which governments should focus.

Master's degree in Administrative Management from the Tecnológico Nacional de México/Instituto Tecnológico de Chihuahua. Research professor in the economic-administrative department of the Tecnológico Nacional de México/Instituto Tecnológico de Chihuahua.

Helí Hassán Díaz González, National Technological Institute of Mexico

Research Professor at the Tecnológico Nacional de México/Instituto Tecnológico de Chihuahua, attached to the Graduate Studies and Research Division He holds a PhD in Social Sciences with a specialization in Regional Studies and a Master's Degree in Regional Development from El Colegio de la Frontera Norte (El Colef). He is a graduate of the Universidad Autónoma de Chihuahua where he studied Engineering in Territorial Development. His line of research is Regional Development and Public Policy. He has been a member of the National System of Researchers since 2020.

Arturo César López García, Universidad de la Sierra Sur

D. in Global Development Studies from the Autonomous University of Baja California (UABC), Master in Regional Development from El Colegio de la Frontera Norte (COLEF) and Bachelor in Municipal Administration from the University of the Sierra Sur (UNSIS). Research interests: Government, society and development studies: and University as an instrument of development. He is a member of the National System of Researchers Level I and has a Desirable Profile PRODEP. Member of the Asociación de Ciencias para el Desarrollo Regional A. C. (Association of Sciences for Regional Development). C. Full-time research professor and Head of the Graduate Studies Division at the Universidad de la Sierra Sur. Author and co-author of several books, book chapters, and articles in peer-reviewed and indexed journals.
