Abstract

Introduction: This article examines the relationship between housing and tourism in the metropolitan areas of Lisbon and Porto, considering its impact on urban sustainability. Methodology: A combined approach was employed, analyzing census data (2001-2021) and the territorialization of cultural heritage, complemented by tourism pressure indices and studies on urban policies. Results: Partial decentralization of tourism toward non-central areas was identified, with a loss of resident population in central districts and an increase in tourist accommodations, creating pressures on the housing market. Discussion: Urban transformation reveals conflicts between residents and tourists, exacerbated by imbalances in territorial planning and management. Policies such as tourism decentralization and cooperative housing programs aim to mitigate these impacts. Conclusions: The need for integrated strategies is emphasized, articulating urban planning, mobility, and sustainability to promote a shared city that benefits both residents and visitors.

Author Biography

Rui Florentino, Universidade de Lisboa

Assistant Professor at the Universidade Portucalense, in the Department of Architecture and Multimedia Gallaecia, and Researcher at the Centro de Investigação em Arquitetura, Urbanismo e Design (CIAUD-UPT). Architect and Urban Planner, graduated from the Universidade do Porto, Master in the Universidade Técnica de Lisboa and PhD from the Peripheries, Sustainability and Urban Vitality program of the Universidad Politécnica de Madrid. He was elected to the Board of Directors of the Association of Portuguese Urban Planners in 2012 and 2016, the same position he currently holds, for the second time, at the Association of Architects. He is a member of the CNADS - National Council for Environment and Sustainable Development, for the triennium 2024-27.
