Analysis of the problems derived from COVID-19 and its effects on agricultural transformation processes: the experience of the ReaCTÍvate Santander program

Abstract

Introduction: The COVID-19 pandemic affected the productive dynamics in economic activities, especially in the agricultural sector where a large number of resources, people, capacities and opportunities are concentrated in emerging economies. The analysis of these problems will make it possible to guide actions to mitigate the effects on agricultural transformation processes. Methodology: This quantitative descriptive research analyzes aggregate variables of twelve economic activities related to the ReaCTÍvate Santander project according to the International Standard Industrial Classification (ISIC 4) from 2017 to 2022. Results: It was possible to understand the dynamics of the agricultural sector of the Department of Santander, Colombia before and after the pandemic. Discussion: Innovative proposals should be created that include prospective growth, adaptability, labor transformation, capacity building, sophistication and improvements in productivity and efficiency of the agricultural sector. Conclusions: It was identified that the progress achieved in the products and structures of the agricultural value chain improve development options and the quality of life of the population in rural areas.

Economist from Universidad Industrial de Santander UIS (Colombia), Master in Economics from Universidad Nacional de Colombia and Master in Political Science from UNAB. Professor and researcher of the Economics Program of the Universidad Autónoma de Bucaramanga who has led research projects with local actors for the solution of social and economic problems such as economic and productive reactivation. His research interests are local development, social articulation, innovation, productive transformation and labor market.
