Introduction: The study explores revenue management in municipal GADs in Ecuador, considering its impact on decentralisation and sustainability, and highlights the importance of international cooperation. Methodology: A comprehensive investigation was carried out on the current situation of financial management in local governments, analysing the Organic Code of Territorial Organisation, Autonomy and Decentralisation (COOTAD) and revenue management processes. Results: The lack of financial resources and the need to promote a tax culture are identified as key areas to improve the effectiveness of decentralisation. The role of international cooperation in territorial development is also highlighted. Conclusions: Revenue management is crucial for the sustainability of municipalities, and international cooperation offers valuable opportunities to finance territorial development projects.
