Introduction: Higher Education institutions, in exercising their mission functions of research, teaching, and outreach, have in their activities the promotion of critical thinking and active citizenship. Methodology: The objective of this work was to analyze the dynamics of democracy and university governance concerning electoral abstentionism in an institution. A mixed methodology was used, comprising five stages: 1) Contextualization of the electoral processes of student and faculty representation and analysis of school governments in other institutions; 2) Characterization of the student and faculty population; 3) Analysis of the results of an Institutional Survey; 4) Administration of a survey to identify the causes of abstentionism in university government elections; and 5) Conducting three focus groups. Results: The main results indicate the need for training in civic competencies and courses on institutional identity and its impact on governance. Conclusions: The robustness of the electoral processes was recognized, as well as the need to implement institutional advertising campaigns focusing on profiling the population. Discussions: The discussion section highlights the added value of this research, emphasizing the methodological contribution to the reflection on university governance.
