Perspectives on rurality through the Constitution of Cúcuta from 1821 to 1830

Abstract

Introduction: The present work elaborates an analysis on the formation of legal norms related to rurality in the period of the Constitution of the Republic of Colombia of 1821-1830, promulgated in Villa del Rosario de Cúcuta. Methodology: A documentary analysis is carried out on the files found in the Gaceta de Colombia, the official newspaper where information is found on the actions of the authorities related to the study. Results: 463 manuscripts were reviewed, finding relevant information in 39 documents that deal with rurality. Discussions: The formation of legal norms on rural matters focused mainly on regulating export and import processes, production incentives, and delivery of vacant lands. I promote the colonization processes of foreign communities and sharpen the contradictions between natives, Creole settlers and foreigners. Conclusions: It is concluded that the formation of the legal norms of the time has a close relationship in the configuration of current rural problems in Colombia.
