Capacidades de innovación pública: una revisión sistematizada

Introducción: la innovación pública se ha convertido en una temática cada vez más investigada en el marco de la denominada “tercera generación” de reformas, los esquemas de gobierno abierto y la noción de gobernanza. Este interés creciente se ha producido tanto a nivel teórico-académico como en el ámbito de las comunidades de práctica y organismos multilaterales. No obstante, los estudios sobre las capacidades para lograr la innovación pública resultan aún incipientes, convirtiéndolos en un subcampo difuso y poco estabilizado conceptualmente. Metodología: para relevar las discusiones al respecto se propuso una revisión sistemática en bases de datos indexadas de relevancia global y regional como: Scopus, ERIH+, Scielo, SAGE y Taylor & Francis entre 2014 y 2025. A partir de las ecuaciones de búsqueda y filtrados a partir de criterios de inclusión y exclusión, se analizaron 69 artículos. Resultados: los hallazgos se organizaron a partir de tres ejes analíticos: a) dimensión de circuito de circulación; b) dimensión metodológica; c) dimensión conceptual. Discusión: A partir de la revisión se construyen algunas líneas temáticas respecto a las capacidades para innovar en el sector público. Conclusiones: el corpus analizado refleja que mayormente se adopta una visión unidimensional privilegiando el aspecto interno-organizacional.
