Promoting social entrepreneurship in Higher Education Institutions: is it a result of public policy?

Abstract

Introduction: This work aims to establish a theoretical framework for academic research on public policies related to social entrepreneurship (SE) in higher education institutions (HEIs).. Methodology: Methodologically, 58 documents were reviewed in the Scopus database, covering the period from 2008 to 2023.  The PRISMA protocol, R, RStudio, and the Bibliometrix package were then used to analyze the data quantitatively. Results: The results highlight the need to analyze elements such as entrepreneurship education, self-efficacy, and entrepreneurial intention. Discussions: To strengthen relationship factors such as scaling each phase of entrepreneurship (entrepreneurship ecosystems), promoting skills and behaviors in the face of new ES (culture for entrepreneurship), and promoting new markets and beneficiaries (market development), joint actions need to be developed. Conclusions: Research trends on this topic include the complexity of context, problem-solving, entrepreneurial ecosystems, and strategies for achieving the Sustainable Development Goals.
