Abstract

Introduction: The article focuses on how citizen security is integrated into the organizational redesign processes within the fifth and sixth category municipalities in Colombia, as a comprehensive plan for coexistence and citizen security, a primary function of state entities at the territorial level. Methodology: Through a qualitative descriptive-analytical approach, the study explores the key phases to design or redesign an entity of the territorial order, highlighting the importance of adapting to changes in social, political, economic and technological environments. Results: Various possible organizational structures are discussed, including the functional structure, and the need to choose the structure and its variables that best adapt to the specific needs of each municipality is highlighted. In addition, efficiency in obtaining results and the rational use of resources is addressed, as well as the importance of planning and evaluation in the institutional redesign process. Discussion: This study offers a valuable guide for municipalities of the aforementioned categories, showing how citizen security Conclusion: can be a central strategy in institutional organizational redesign to promote local development and improve the quality of life of its inhabitants and strengthen the peace processes and territorial coexistence

Luigi Giovanny Silva Vizcaya, Escuela Superior de Administración Pública

Military, Public Administrator. Postgraduate degree: Master in Urban Government, Specialist in High Management of Security and Defense. Undergraduate Degrees: Technology in Security Administration and Analysis and Military Science Technology. Experience in citizen security and investigative intelligence. Teacher of the subjects: Combat Intelligence, Investigative Techniques I-II-III and Second Section Intelligence and Counterintelligence. Skills for the development of scientific articles, and social appropriation of knowledge of scientific dissemination, management of methods and qualitative and quantitative research tools, AVA tools, Moodle platform. I am oriented to teamwork, I have excellent communication skills with students, teachers, managers and communities. Interest in innovation and academic processes, integral development of students and collaborators from a human, technological, social and sustainable perspective.
